The reason being is that just because someone took Kyoto didn't automatically make them Shogun. Making Japan anachronistic: meaning that it should only be found either in its historical dates (the Ashikaga or Tokugawa Shogunates) or formed when all of Japan is conquered. (Seriously, what is Japan doing with Mino in 1444? That ought to belong to the Toki.) Along with it should come some new clans, nine or ten, to better simulate the breakdown of central power in Japan during the Sengoku Jidai, as well as to make things feel a bit more historical. While I know there are a lot of people who complain about how OP Japan is, and how it didn't do this or that historically (and I imagine these are the same people who like to conquer the world as Chimu), considering Ming is getting triple provinces and optimized base tax (combined with their seventh idea to make for a near limitless manpower), I do think six or seven, eight at most, new provinces for Japan is justified for balancing. A new Japanese Culture group consisting of Kyushu, Yamato, Kanto, Tohoku, Aizu and Ryukyu with Japan as the cultural union.
